The main aim of the case papers is to link theory with practice in a meaningful way to provide advice for policy-makers. This is done through the application of key analytic frameworks and theories from the lectures to the provided case study. We would strongly suggest that you read the case before the suite of lectures starts rather at the end.
In general, cases require the student to come up with a solution for the specified decision maker.
There is no single way to write your case paper and students can adopt different approaches (see Writing Effective Memos by John Boehrer in this pack for some advice). Some people prefer a conventional essay style, whilst others favour report-style approach with subheadings. Others opt for a briefing note style.
The cases in the course are all complex and cover many issues and there is a very tight word limit. Your solution is not expected to be complete. Rather, students should develop a coherent and convincing argument for a single recommendation which will solve at least some important part of the problem. Cases will always involve a complex web of issues. Your solution might not solve every single issue, and might not be the only action you would recommend, but if you should focus on only making a single recommendation.
Pay close attention to the guidance given for each case study, and use this to shape your response. Ensure that you respond to the guidance provided.
The case responses will be assessed against the following criteria:
Relevance
Clarity of structure
Soundness and clarity of argument
Demonstrated understanding of the relevant literature, and some independent reading
Independence of thought, and originality of approach
Referencing; and,

Case 1: Timor-Leste: From Independence to Instability to Prosperity?
This coversheet provides guidance for writing your case paper and questions to consider as you prepare for the case workshop. Please keep in mind that you are not expected to address all of these questions in your paper. Instead, the questions are meant to ensure a well-rounded discussion in the workshop, which in turn will help you write a better paper.
Case Paper:
Taking up where the case paper left off, the 2012 Timor-Leste elections returned Xanana Gusmao to the position of Prime Minister. But Mr Gusmao has announced he will retire some time in 2014. You have been asked to contribute to the incoming brief for the new Prime Minister. The theme for your brief is sustaining and managing Timor-Leste’s recent good growth performance. You have been asked to come up with what you think should be the new Prime Minister’s top reform priority.
Case Workshop:

What do you think are the most important issues that the new Prime Minister should address?
Why has growth accelerated in Timor Leste? How likely is it that growth will remain rapid?
Of what benefit is Timor-Leste’s growth to the ordinary person? What can be done to better spread the benefits of growth?

Assignment Tips:
Each student will prepare three case papers during the semester. The papers should be 1500 words maximum. (This total includes footnotes, in-text citations, tables, graphs, and appendices, but does not include the list of references at the end of the paper.) When developing the argument for the policy recommendation, students should pay attention to weighing up pros and cons of that recommendation or course of action. While students can structure the essay however they want, the essay should be thought of as building an argument that will convince the target audience.
No course of action is perfect and potential downsides of your approach should always be acknowledged. There are no easy or simple answers to these challenges.
Keep in mind that the purpose of the case paper is to apply the theories, frameworks and ideas from lectures to specific context (the cases) and students should demonstrate understanding of lecture material and related reading in their essays.
A list of references used in preparation of each case paper is a requirement and academic referencing conventions must be followed (using the Crawford style – see below).  This enables students to demonstrate that their work is informed and that they have engaged with the relevant literature.
The case responses will be assessed against the following criteria:

Please note that these criteria are not equally weighted. The mark provided is not a weighted average, but an overall assessment of your essay.
In terms of the actual layout, students are expected to provide word processed documents with sufficient margins for comments. Please use an adequate font size (12 is appreciated) and ensure that your word count is recorded on your assignment.  Please also ensure that you keep a backup of your assignments and note the information on penalties for late papers. Late papers attract a penalty of 5 percentage points per day.
