Section 3: Proposed Conditions
3.1 Project Approach
The existing conditions are contributing to congestion in the area, especially during peak traffic hours. Congestion is compounded during peak traffic as pedestrians cross Campbell Avenue and Ruden Street. On Ruden Street, pedestrians habitually cross from Main Campus to South Campus and back during the change of classes. Due to the high volume of vehicular and pedestrian traffic, a safety hazard is produced at these intersections.
The project team has identified various feasible solutions to mitigate the congestion and safety problems. The project approach is aligned with the projected growth target of the university. To mitigate the congestion problem, the intersections of Campbell Avenue with Ruden Street, and Campbell Avenue with First Avenue will be redesigned to incorporate a low speed, multi-lane, roundabout at each intersection. A one-way bypass lane will be incorporated for cars turning right onto Campbell Avenue from Ruden Street. The team expects that by eliminating the traffic lights and allowing for a continuous flow of traffic, the delays and congestion will be reduced.
A redesign of these intersections allows for upgrades to the main entrance to the University of New Haven. The statue of knight and horse, the University ensign, will be erected at the center of each roundabout.  An ornate brick veneer retaining wall will be erected along the bypass lane and additional plantings and site features will be incorporated to the South Campus lawn area. Luscious greenery and plantings will also adorn the center of the roundabouts and splitter islands, which will create an appealing and aesthetically pleasing impression as one enters the University and drives through this portion of Campbell Avenue
To mitigate the pedestrian safety hazard at Ruden Street and the university library parking lot, the team is proposing a pedestrian tunnel that connects Main Campus and South Campus below Ruden Street. The tunnel will begin at the sidewalk east of Calentano Hall within the library parking lot and end near the sidewalk adjacent to South Campus Hall. Similarly, the team proposes a pedestrian tunnel under Campbell Avenue to allow pedestrians safe passage from the University to the shopping center and back. Entrance to the Campbell Avenue tunnel is located near the proposed bypass on the University side and will end near the McDonald’s parking lot as shown on in figure xxx of appendix xxx.
The pedestrian tunnels will complement the roundabout design and will allow for a continuous flow of vehicular traffic on Ruden Street and Campbell Avenue. The tunnels exponentially improve pedestrian safety as pedestrians can now cross the street without the potential of getting hit by an oncoming car. The tunnels also alleviate vehicular congestion as cars no longer have to stop for pedestrians.
Finally, to alleviate the traffic bypass from Route 1 to Campbell Avenue through UNH campus, the team is proposing the extension of Isadore Street to Terrace Avenue. This road extension, will create a defined bypass from Route 1 to Campbell Avenue outside the University campus. The extension of this road also creates an alternate route for drivers wanting to reach Campbell Avenue south bound from the University.
3.3 Constraints

6.1 Roundabout Design Approach
After identifying the project as a potential roundabout design option and evaluating its appropriateness, a preliminary capacity analysis was performed. Average daily traffic information  prepared by the Connecticut Department of Transportation was used to analyze the preliminary capacity analysis. It was determined that an “Urban Double Lane” roundabout would be able to handle existing and projected traffic flows.
A layout was drawn using  the guidelines provided by FHWA’s Publication No. FHWA-RD-00-067. Achieving appropriate vehicular speed was a critical component of the design because it has significant impacts on safety. Because safety is a critical factor, the geometry sought to reduce the speeds between conflicting traffic streams.
 
Section 7: Analysis & Design
7.1 Demolition
The overall mobility project includes two double lane roundabouts located at the intersections of Campbell Avenue and Ruden Street, and at Campbell Avenue and First Avenue, in West Haven Connecticut. The project also includes the extension of Isadore Street to Terrace Avenue which is located southwest of the University of New Haven main campus. In order for these proposed features to be built the existing conditions have to be modified and some existing features have to be demolished.
The Isadore street extension requires the acquisition of two properties; 4 Simon Place and 113 Terrace Avenue. Once the client has ownership of the properties and proper permitting has been issued for construction, the contractor would be  responsible for the demolition of any features conflicting with the proposed features within the limit of construction. Some of the features to be demolished in this area include above grade structures, below grade structures, wells, underground tanks, utilities, and landscaping features.
The demolition required for the two double lane roundabouts will be looked at as one bid item. The acquisition of 1097 Campbell Avenue is required. Once the client has ownership and all the permanent easements and proper permitting have been issued for construction, the contractor is responsible for the demolition of any features conflicting with the proposed features within the limit of construction.  Demolition includes but is not limited to; above grade structures, below grade structures, wells, underground tanks, utilities, and landscaping features.
Demolition of utilities in this area includes four utility poles and overhead wires on Ruden Street. Also a section of sanitary sewer, storm sewer and catch basin shall be demolished. A water service to south campus shall be cut, capped and abandoned. Existing traffic lights, Refer to demolition plan of Campbell Avenue. Existing pavement, including top course, base course(s) and subbase course(s), curbs, and sidewalks shall be demolished within the contract limits and as shown on the demolition plans.
The South Campus parking lot shall be milled and repaved as part of this contract. The parking lot islands, sidewalk, and curbs shall be demolished as shown on the demolition plan of Ruden Street. At the UNH Library Parking lot a section of sanitary sewer and storm sewer shall be demolished and relocated. Within this area, sidewalk and curbs shall be demolished as shown on the demolition plan. The Art piece concrete pad shall be demolished and the art piece shall be relocated.
 
The contractor would be responsible for disposing of all demolished materials in adherence with all codes and regulatory guidelines. Prior to breaking ground, we advise the owner to meet with the contractor to ensure that he doesn’t dispose of anything that the owner would like to keep. The contract specifications would be written in such a way that would minimize the owner’s liability in case of improper disposal of demolished materials.
7.2 Isadore Street Extension:
Isadore Street extension consists of a 500 feet long by 30 feet wide stretch of road that will connect Isadore Street to Terrace Avenue. The road will be a two-way street with 12 feet wide lanes and 3 feet wide shoulders. The road extension is designed to accommodate WB-15 (WB-50) vehicles. For this portion of the road, we recommended the speed limit remain at 25 miles per hour as it is currently on Isadore Street.
For construction of this road extension, the contractor would be required to follow the paving requirements outlined by the City of West Haven; [10” gravel subbase beneath a 4” layer of process aggregate with two layers of 1-1/2” asphalt milling top course. Any updated requirements mandated by the City of West Haven after the publication of this report, would supersede.]
Isadore Street extension will form two, tee-intersections; one with Simon Place and the other with Terrace Avenue. At both intersections, a signaled 3-way stop sign is recommended. All road markings and signage shall be installed per MUTCD standards. The contractor would be required to build the road with a 2% crown and install storm drain pipes and catch basins per figure xxx in appendix xxx.
7.3 Campbell Avenue Roundabouts:
The Campbell Avenue Roundabouts will replace the existing signaled intersections of Campbell Avenue with Ruden Street and Campbell Avenue with First Avenue. The North roundabout will replace the 4-way intersection of Campbell Avenue with Ruden Street. Likewise, the South roundabout will replace the 3-way forked intersection of Campbell Avenue with First Avenue. Both roundabouts are classified as “Urban Double Lane” by FHWA’s Publication No. FHWA-RD-00-067.
The roundabouts are made up of a 150 feet diameter inscribed circle consisting of a circulatory roadway width and a 60 feet diameter center island.
Between the roundabouts will be a 120 feet long by 60 feet wide stretch of road along Campbell Avenue that will consist of 4 lanes divided by a raised island as shown in figure xxx of appendix xxx. On the island, a row of shrubs and decorative plantings will enhance the overall aesthetics of the redesigned main entrance of the university. The northbound and southbound sections will have an entry curve radius and exit curve radius of 150 feet and 200 feet respectively at opposite ends (entry curve and exit curve as defined in appendix xxx).
