Added clarification 2/23/17: Presume, for the purposes of this assignment, that President Xi sincerely wants what’s best for the Chinese people and the Chinese nation, and that you do too. Write your memo in a spirit of good faith, in other words, assuming that all parties (including Xi, Liu Xiaobo and other Charter 08 drafters, and yourself) are sincere in their desire to see China and its people thrive, even if they disagree about what the best route to that outcome might be. Engage with the ideas in the Charter, in other words, not with any presumptions you may have about ulterior motives of either the Charter 08 drafters or President Xi.
For this assignment, I would like you to write a memo to XI Jinping, the current president of China and General Secretary of the Chinese Communist Party, suggesting how you think he should respond to Charter 08 and its authors. So far, the actual government response has been to imprison and defame LIU Xiaobo, one of the most prominent signers of the charter; to interrogate other signers; and to suppress reports about the document in the state media. But it is not unreasonable to suppose that there are officials in the upper echelon of the Chinese government who are calling for a harsher response, some who think more leniency is advisable, and perhaps even some who think the charter contains some good ideas that the Party ought to entertain. Unlike top officials, you have the luxury of not fearing for your job or your welfare if you say something President Xi does not want to hear. Considering this, how would you advise him to handle this expression of dissent?
The memo must cite and explain what you see as the most significant parts of the charter, whether you find them promising or alarming. A memo that is a general paean to democracy, for example, without reference to the concrete, specific suggestions made in the charter will not be very impressive to either President Xi or to me.
You must also assume, of course, that President Xi is well versed in the events of the past sixty years of Chinese history, having been born in 1953 and personally experienced the tumult of the Cultural Revolution, the changes since Deng’s reform-and-opening policies began, and the upheaval and tension of the protests and crackdown in the late 1980s. Therefore, your memo will be more convincing if you contextualize your arguments with references to that earlier history, showing that you too have drawn lessons from China’s recent experiences.
Your memo should be 1300-1500 words (no more, no less, including footnotes), saved as a .doc or .docx file and uploaded to Canvas. Number your pages and give your essay a title that gives your reader a clue as to what your argument is.
